Press Conference On National Specialist Register

The Medical Act 1971 requires all medical practitioners who wish to practice in this country to be registered with the Malaysian Medical Council. This register, which is based on the basic medical degree however does not differentiate specialists from non specialists.

As the current Act does not provide for registration of specialists, we do not have the actual number of specialists for the whole country. Although the Ministry of Health (MOH) has its own process to credential specialists working in its hospitals, the exercise is not extended to non MOH organizations and the private sector. Different facilities may have its own process and criteria, and therefore differing standards.

The public want doctors to be safe and reliable. The medical profession also wishes to provide a safe and reliable services to the public. For this reason, the Medical Act 1971 is being amended to include a provision to register specialists as well. The National Specialists Register (NSR) which will be launched soon aims to maintain and safeguard the highest standard of specialist practice in the country.

Purpose Of The NSR

The NSR is in fact an exercise of self regulation by the medical profession, having the interest and safety of the public at heart. Through the Act, the Malaysian Medical Council (MMC) has to assure itself that those admitted to the register are competent and fit to practice. The maintenance of a register of the competent is fundamental to the regulation of a profession.

The NSR will ensure that docto rs designated as specialists are appropriately trained and fully competent to practice at the expected higher level of care in the particular specialty. With the NSR in place, not only docto rs will be able to identify fellow specialists in the relevant field, but more importantly, it serves to protect the public by providing a register of qualified specialists in the various specialities to whom they may wish to consult or be referred.

The NSR will be an essential reference for private hospitals in meeting the requirements of the Private Health Facilities and Services Act which requires such facilities to have a credentialing mechanism in place. It will also be a source of reference for the impending National Health Financing Scheme where payment for service will be based on the credentials or the practitioner.

It is also important for the NSR to be established when we open our doors to foreign medical specialists in compliance with the General Agreement on Trade in Services (GATS). With the varying qualifications and training programmes available, we need to ensure that only appropriately qualified and competent practitioners are permitted to practice in this country. The standards of specialist practice cannot be compromised if we are to safeguard the interest of the public.

Process

While awaiting the amendment to the Medical Act, there is a need to sensitise the specialists in the country on the impending NSR. The Ministry of Health (MOH) has therefore agreed that until the Act is passed, credentialing of specialists will be underta ken by the National Credentialing Committee (NCC) which has been established in the MOH under the chairmanship of the Director General of Health, Malaysia. The NCC consists of members from both the MOH and Academy of Medicine of Malaysia (AMM). This committee will be adviced by the various specialty committees who are best placed to define the standards of practice within their own specialty. Presently, over 30 specialty committees have drawn up the criteria for training and competence in the respective specialties.

Applications shall be made to the Secretariat of the NSR, housed in the AMM. The applications will be forwarded to the respective Specialty committee which will review the application based on documented evidence of qualification and training according to agreed criteria. Appropriate recommendation will be made to the NCC for approval.

The NSR is time-based and renewable after 5 years. A fee will be charged for the registration to cover for the administrative costs in processing and maintaining the register.

The Ministry of Health urged all specialists to apply to be on the NSR. Whilst the MOH will continue with its gazettement process, specialists in the MOH need to apply individually to be on the NSR. Practitioners who are admitted to the NSR now may then be deemed to be categorized as specialists under the amended Medical Act.

29th College Of Radiology Annual Scientific Meeting

Professor Dato’ Dr (Mrs) S T Kew, Master of the Academy of Medicine of Malaysia, was the guest of honour at the 29th College of Radiology (CoR) Annual Scientific Meeting and Trade Exhibition on 3 June 2006. This annual scientific meeting was organised in collaboration with the Radiological Society of North America’s International Visiting Professor Programme and the theme was Paediatric Imaging.

Professor Dato’ Dr (Mrs) S T Kew in her address to the delegates of the meeting spoke on the evolution of the radiological field over the years since x-rays were discovered. Radiology now encompassed therapeutics and the practice had changed completely. This specialty being very much technology and machine-based was therefore capital intensive. She highlighted that as in other specialities in Medicine, the College needed to work with the other specialties to address the "problems that arose" with blurring borders and resolve many of the issues that concerned the profession. The College of Radiology and other Colleges and professional bodies should lead the way in tackling these issues for the best interest of our patients.

This was the first time the Master of the Academy of Medicine officiated at the Annual Scientific Meeting of the CoR since it joined the Academy of Medicine in 2001. Naturally, the CoR was proud to have Dato’ Dr (Mrs) S T Kew at the opening. There were 132 delegates at the meeting which spanned 2 full days and was filled with lectures and practical "How I do it" sessions. The faculty was made up of visiting professors from the Radiological Society of North America.

Annual Malaysia-Singapore Inter-Academy Golf Tournament
(Summer Classic 2006)
Incorporating the College Of Surgeons, AMM Golf Challenge Trophy

This year’s golf event was held on a fine Sunday morning on 25 June 2006 at the Tiara Melaka Golf & Country Resort, Melaka. There was a total of 50 players comprising academicians from both sides of the Causeway and their guests. As a special arrangement, members of the College of Surgeons, AMM also had their annual game for the annual challenge trophy.

Despite playing off the white tee, many supposedly experienced players found the Meadow and Woodland course unusually challenging.

As a token of support for the naturalists, bonsai were given as the main prizes. It was a pleasant surprise from the usual electrical items and golf bags. The top final results were:

The team event for the Tan Sri Dato’ Dr Abu Bakar Suleiman Trophy was won by the Academy of Medicine of Malaysia. The Dr Chew Chin Hin Trophy for the individual championship was won by Dr Teo Wee Sin in addition to winning the Annual College of Surgeons, AMM Challenge Trophy. The prizes were given away by Past-Master AMM, Datuk Dr Yeoh Poh Hong, Past-Master AMS, Dr Chew Chin Hin and Datin Dr Chin Gek Liew.

Special word of thanks was recorded for the sponsors for the event, namely, Boehringer-Ingelheim, United Malaysian Medical Industries, Zimmer Malaysia, Zimmer Singapore and Stryker.
